1. I want to transfer to another higher education institution. What should I do?
According to the Regulations on Transfer between Associate and Undergraduate Programs, Double Major, Minor, and Inter-Institutional Credit Transfer, you can apply for a horizontal transfer either within the same institution or to another institution, based on your academic performance or central placement score.
a) Candidates applying for horizontal transfer to the Associate or Undergraduate diploma programs of our university from another domestic higher education institution must have a minimum cumulative GPA of 2.00 out of 4.00 in their current program and must not have any failed courses.
b) Students registered in another higher education institution who were centrally placed by ÖSYM can apply for a horizontal transfer if their central placement score is equal to or higher than the base score of the diploma program they wish to enter at Malatya Turgut Özal University. Applications must be submitted at the beginning of the Fall semester of each academic year, within the dates specified in the Academic Calendar, under Article 1 of the Regulation on Transfer between Associate and Undergraduate Programs, Double Major, Minor, and Inter-Institutional Credit Transfer.

3. How can I obtain the “No Objection to Horizontal Transfer” certificate?
Register in the system using your Ozal.edu.tr student email at https://oik.ozal.edu.tr/ under the ‘Register’ section and submit your request online. Once all approvals are completed, you can download your approved certificate with a QR code from the system.
4. How can I verify the “No Objection to Horizontal Transfer” certificate?
Use the Document Verification feature on the https://oik.ozal.edu.tr/ login page. Scan the QR code on the certificate to quickly and easily verify its authenticity.
5. What should I do if I am a special student or studying at another higher education institution under the Farabi program?
Students participating in Farabi, Erasmus, or similar programs at equivalent programs of other higher education institutions should contact the Office of International Relations.
Special students should follow the provisions of the Special Student Directive. They do not need to register for courses. At the end of the legally permitted period, they must submit documents showing the grades obtained to their academic advisors for course equivalency evaluation.
